Job Summary:

The Human Resources Manager is a vital, hands-on role requiring daily execution of human resource functions in a full-time, exempt position. This proactive individual will directly engage in and be responsible for the day-to-day operations of the human resources section, ensuring effective implementation of all human resources activities. Key responsibilities encompass a wide range of human resource tasks, including but not limited to, recruitment, selection, promotion testing, benefits, workers compensation management, and compliance with all policy and regulatory requirements. The role demands a high degree of critical thinking in managing and executing human resource initiatives, necessitating a dynamic manager who is deeply involved in the operational aspects of human resources, delivering solutions, and making impactful decisions daily.

Job Duties / Responsibilities:

Essential Functions:

  • Actively manage and execute the human resources section’s daily operations, ensuring strategic alignment with organizational goals.
  • Hands-on administration of human resources programs, directly handling tasks such as recruitment, benefits, and compliance, ensuring operational excellence.
  • Engage in practical, daily human resources problem-solving, applying in-depth knowledge of policies and regulations to support organizational needs and ensure legal compliance.
  • Lead the development, implementation, and review of personnel policies and procedures, maintaining an active role in all aspects of the human resources function.
  • Deliver direct support to employees, offering guidance and resolving issues in real-time, ensuring a responsive and employee-focused human resources service.
  • Conduct hands-on administration of employee benefits, ensuring effective communication and understanding of programs, and maintaining compliance with relevant laws and regulations.
  • Oversee and personally manage sensitive human resources tasks, including conducting investigations, handling disputes, and maintaining strict confidentiality of personnel matters.

Salary Range:

$108,277 – $131,929 Annually

Education, Experience, and License Requirements:

  • Bachelor’s degree in human resources, public administration, business, or a related field.
  • Extensive hands-on experience in human resource management, demonstrating a practical and operational approach to human resource functions and responsibilities.
  • Civil Service experience preferred.
  • Public sector experience preferred.
  • Fire service human resource experience is strongly preferred.
  • SPHR/SHRM-SCP certification preferred.

  • 100% of work is performed in a typical office environment. We are an in-person office and do not work remotely.
  • Constantly operate a computer and other office equipment.
  • Constantly communicate with internal and external customers and vendors.

  • Noise level in the office is moderately quiet.
